I would be most happy to be proven wrong, but my first inclination is that the attitude of "We will start with BLP and expand from there." won't be well recieved. The fight to even get a consensus around that was hard enough; and some of the resistance pretty pointedly considered it as the thin end of the wedge. Legitimizing that form of opposition by explicitly arguing that BLP's are merely the first to go under the system, I don't know if that is too wise...
