Email notification for user talk page changes is now enabled on all wikis.
The issue came up at the MediaWiki developer meeting here in Berlin. A few ops people were sitting together, we couldn't think of any reason why it wasn't enabled yet, so we just did it on the spot.

What is the default position by the way?
I suggest to make it on by default for all new users. That will hopefully help us bring back some of those editors lost before their fifth edit.
And for registered users, we can spread the news through a site notice.

+1 to both ideas. Perhaps highlighting that enotif option, or the email field if empty, when preferences are opened for the first time.

The option "E-mail me when my user talk page is changed" was checked on "My Preferences" , so I assume this is default.
I always wondered why this feature wasn't there by default. This is particularly important for the just registered and new users, to at least return back once to the Wiki. I used to welcome large number of users but many of them would not have probably seen this, because they never got back to their User Talk pages, not knowing someone had welcomed and also offered to help.
Email address is a basic requirement for any user registration on the internet and I am hoping that it would be made mandatory also on the Wikimedia sites.

Absolutely - a major problem of ours is that we often cannot communicate properly with (new) users.

This causes a little confusion today :) when it was mistook for an email message from a bot (which had edited the users talk page and cause the notification).

Great! So no actual load issues? If so, you may want to enable notifications also for watchlist: https://bugzilla.wikimedia.org/show_bug.cgi?id=28026 Watchlist notifications should definitely be off by default at least for old users (new users can disable them when they have too many pages in their watchlist but old ones would receive thousands of emails in a day before doing so), while I agree that talk page notifications should be true by default for everyone: we need to contact also old and inactive users and only a tiny fraction of (very active) users needs to disable them; anyway, they won't receive many emails, just one before they visit the talk page.
