Why does the MWF want to move to CC-by-sa ? I really don't understand. What problem do you want to solve ? As I see it, trying to switch texts to CC-by-sa will cause more problems than it could ever resolve. But it just my opinion.

The FAL seems much human readable to me. I would be sad if the MWF would switch to CC-by-sa, because it would mean propagate this misunderstanding of the free culture.
However, that's not all the point. Probably as I prefer the FAL I would feel less concerned, but still there would be this compatibilities issues. If compatibility isn't bilateral, as I see it, this is just a one way to a licenses compatibility nightmare.
Note that works are in progress to make bilaterally compatible the free art license 1.3 and CC-by-sa 2.0-fr, if I well remember. Oh, by the way, what about the CC-by-sa miscellaneous language en number versions compatibility ?
To my mind, this is not a good idea, won't bring anything good and is a waste of time. But of course, I could be wrong, and you could me explain why and what I missed/misunderstood.

You've stated this a couple of times David, and I think it's unfair.

There is nothing unfree about that position. It's allowed us to get many works which would otherwise only be all-rights-reserved or maybe cc-by-nc-nd.
Considering that copyrights may well last forever through perpetual repeated retroactive extensions, the copyleft encouragement to free additional works is very important. That it also provides a way for existent full time content creators to participate some without losing their income is just gravy.

Whether that's the legal case is entirely up in the air. Even the FSF don't know, and I did in fact directly ask them.

FAL tends towards a fair degree of clarity yes but can trivially be broken by real corner cases:
"attach this license without any modification to the copies of this work or indicate precisely where the license can be found"
Looks good? The problem kicks in with the "indicate precisely where the license can be found" apart from the "the license is at the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying "Beware of The Leopard"" problem is the time dependency. I give you a FAL licensed work with a URL where the license can be found. 30 seconds later the url goes inactive. Technically that meets the requirements of the FAL but not very useful.

You know, if you say "this work is under free art license", you can hide a copy of the license where you want, anyone can find an other copy easily, so this looks like a non-problem to me. The important information is that the work is under FAS and that I can easily consult the license to know my rights.

You mean if the database structure under FAL if its content is under FAL ? As I understand "4. INCORPORATION OF THE WORK", I would say no, since you can access this data apart from the database and vice versa. If I put a FAL work in a bag, it doesn't require the bag to be a FAL work.

CC-BY-NC and ND may have some "appropriate" uses, but not for reference works. I think in the future it might be good if Creative Commons considered "individualizing" their several licenses, so that they have clearly different names (I'm fond of color coding, like "Creative Commons Red license") and maybe even have "recommendations" about which types of licenses may be most appropriate for different kinds of subject matter.

There is a lot of material under CC-by-sa compared to FAL. If we has switched to FAL we would still have issues with combining in CC works. By switching to CC we do not have that problem.

This means that if a licensee prints out a copy of an article whose text is covered under the GNU FDL, he or she must also include a copyright notice and a physical printout of the GNU FDL, which is a significantly large document in itself. Worse, the same is required for the standalone use of just one (for example, Wikipedia) image.
Just to show how bad this latter is, see this document. Even this message does not have everything it should have to be a valid GFDL document including these few lines - I have not included the links to the previous versions of the article, which the GFDL requires me to do.

Too answer myself: This was fixed in the 1.3 version of the license. The 1.2 version read: "Tous les éléments de cette oeuvre doivent demeurer libres, c'est pourquoi il ne vous est pas permis d'intégrer les originaux (originels et conséquents) dans une autre oeuvre qui ne serait pas soumise à cette licence." while the 1.3 one reads "Incorporating this work into a larger work that is not subject to the Free Art License shall not challenge the rights granted by this license." I don't exactly understand the 1.3 version but the 1.2 version is clear that works may only be incorporated in FAL works.

Ok. And since there is a "this or any later version" writen in the FAL, then this is not a problem, any FAL work you'll find can be used as a FAL 1.3 work.

Well there is this text in the FAL : 4. INCORPORATION OF THE WORK Incorporating this work into a larger work that is not subject to the Free Art License shall not challenge the rights granted by this license. If the work can no longer be accessed apart from the larger work in which it is incorporated, then incorporation shall only be allowed under the condition that the larger work is subject either to the Free Art License or a compatible license.

Well, I'm not sure I'd describe the WMF as a tiny irrelevant bubble. On the other hand, shouldn't it be possible to craft a license that accomplishes both our goals and provides compatibility with the CC (and other) free licenses? And if its possible, wouldn't it be preferable to be able to manage the terms in such a way that we're not constrained by the deliberative speed of another organization? Even if you adopted identical terms to the CC license, with the "future compatibility" of a "substantially equivalent Wikimedia Free License" you'd have the flexibility to make necessary adaptations in the future without waiting 2 years for a decision from the FSF.

4)Trust in the WMF. The FSF can be relied on to stick to it's principles. CC has agreed to stick to a certain set. Putting both the position of main content hoster and license control in the hands of the same people is a very significant risk.

I Agree. By the way, you can place any work under FAL, even painting and sculpture. And in fact, it's what happens, people are really using the FAL for physical works. CC are more digital centric.

The fact that Wikimedia is in the same position as any other reuser has historically been a powerful argument that Wikipedia is not yet another instance of some web company exploiting the labour of the public.
It's a check on Wikimedia's power, and it makes life far harder on anyone who would want to try something like:
1) Pay people to stack board election, bribe or blackmail standing members, etc 2) Take over WMF and rewrite the license to suit arbitrary purposes potentially against the public interest. 3) Profit!
Ultimately the WMF not having control of the license means that the community of producers has more control of its destiny.
Beyond that— WMF isn't in the license writing business. It's not demonstrated any particular competence in that area.

There is one reason why the licensing discussion is relevant in my eyes:
The situation right now is that the CC-By-SA and the GFDL are gratuitously incompatible: If you strictly adhere to the licenses you can not create a new work which is derived from both GFDL and CC-By-SA sources. I do not believe anyone wants or expects this behaviour. It's bad bad bad.
But this problem *DOES NOT* require switching everything to a single license to fix. And anyone that tells you otherwise is either misinformed or is being dishonest.
The other argued point is largely that the GFDL is of low quality. While there are valid points on this front, much of the arguments are made around misinformation. There are also arguments why CC-by-sa is bad and misleading (although, admittedly, fewer). But shortcomings in the license can be fixed by means other than switching licenses.

Indeed. (Well not quite irrelevant: Our choice drives other people to be compatible with us. But the point that being isolated is bad is a good point)
But there are copyleft licenses other than the GPL(v3) which are compatible with GPL(v3). Likewise there could be compatibly between the major copyleft content licenses.
Compatibility is a significant problem. You have and will always have my agreement. Making the licenses compatible solves that problem. Us switching license does not. We're left in a situation where many GFDL works are left out, because the FSF has narrowly crafted the language so that some works (including their own) are not made compatible. Everyone at the FSF that I've talked to agreed that that gratuitous incompatibility with cc-by-sa sucks.
