Yes, it's in spanish, albeit a weird spanish 'Formes de donar' instead of 'Formas de donar' and "Imaxina un mundu nel cual cada persona tien accesu gratuitu a la suma de too'l conocimientu humanu. Eso ye lo que tratamos de facer."

Reading the page in more detail, only the tagline is translated, as well as a few other words, such as "ye" after "La Fundación Wikimedia", but entire sections of text are not.
However, I do believe that the reason could be that the translators were translating the Spanish page to Asturian, as you suggested.
