I just found out from the Open Source Business Report (http://www.osbr.ca/) that UNESCO has published a report called "Open Educational Resources: Conversations in Cyberspace". It's licensed CC-BY-NC-SA and available for download: http://oerwiki.iiep-unesco.org/index.php?title=Open_Educational_Resources:_Conversations_in_Cyberspace
I haven't downloaded/read much of it yet, but if anyone does and they find some interesting tidbit, please report it back :)
