Supposing that permission images will no longer be allowed on any Wikimedia project worldwide, how can we illustrate such articles, in the case of artists whose art is a way of earning a living and who are therefore unlikely to suscribe CC-BY-SA or GFDL licences ?

Tell him that if the licence is not GFDL compliant, some will claim fair use on the images, the others will simply have to remove them.
No, sorry, tell him to wait for the annoncement of WMF on allowed licenses on our project, that we all are eager to see.
