Dear fellow Wikimedians,
it’s been quite some time since we have talked on various occasions about the need for the European Wikimedia chapters to join their forces in the political arena. Regarding the threats for Free Knowledge which derive from harmful legislation, it just might be the right moment to reassess our current practices and take a huge step forward, as a loose combination of chapter representatives and volunteers.
An according EU policy project is already being prepared. User:Dimi z [1], a Wikimedian currently based in Brussels, versed and active in political affairs, did the hard job to gather the required amount of information to finally get started. He created a document on Meta [2] which might serve as a starting point to exchange and develop ideas.
== What’s at stake? ==
Concerning European regulations, we have to develop a clear and unified position on major legislative and political changes affecting our mission, which is to create a better environment for Free Knowledge. Building upon the tremendous efforts of Brussels-based NGOs like EDRI [3] and La Quadrature Du Net [4], we should take the job to speak for the Wikimedia movement and its particular role in, let’s say, the ongoing Copyright Wars.
To build a sustainable model for advocacy it is necessary to
* monitor EU policy proceedings and initiatives * comprehensively inform the participating chapters and communities about EU dossiers * initiate discussions about what is desirable or might be risky for Wikimedia * take action where necessary * reach out to like-minded projects and communities
== OK, point taken. But HOW shall we do this? ==
Firstly, we are dedicated to a culture of sharing and a significant level of transparency. So we need to work in Brussels in accordance to our principles which differ remarkably from the “black box” approach usually applied by industry representatives.
Secondly, we are searching for an organizational basis that follows our capacities. So let’s come up with a smart, inclusive structure that ensures easy access and leaves enough space for latecomers or people that engage only occasionally.
Thirdly, we need someone on site. Since we have to give established institutions and public officials a face, a name, and a direct way to contact us, a specific contact person in Brussels would be more than useful. S/he needs to know everything about the drafting process of relevant directives and regulations, find access to political parties and hangs out in the preferred bars of staff members working for Neelie Kroes, Michael Barnier or Androulla Vassiliou.

There's no doubt that a goal like "the sum of all human knowledge accessible for all" is a goal that will conflict with agenda of all the wannabe "I have the one great Truth so obey me and don't listen to miscreant and terrorists who tell otherwise" and other independant cultural dissemenination control freak.
I'm sorry but Ii tend to disagree to some extent.
We're non-political in the sense we don't pick side. We don't support one or the other party. But that doesn't mean we must not get involved regarding legislation that could tamper with our ability to achieve our goals.
Quick exemple, in France there's no Freedom of Panorama, Wikimedia France is working on that. Explaining to representatives what it is and why we should have it. This is lobbying, but it's non partisan (I'm not sure that's correct in english, hope it's understandable).
The EU Agenda for 2013 - 2014 contains many "little" things that have impact on our projects. Of course there's the IP thingy, but they're also working on e-commerce and privacy, and those contains really little parts that could harm the project to some extent or at least create more obligations for us (I don't know if it's still on the table, but there's the shortening of the reaction to take down notices from 48h to 24h and the data retention that was lengthenned).
All of this, if we want to protect the projects, needs our attention. Such group is needed. But, and on that I agree with you, that group must be totally non-partisan.
As said earlier, the EU agenda is so dense, diversed and complicated that it needs a lot of sustained work hence, imo, it needs to include paid employee and if possible people with experience or at least the political "fiber".

For now I have just included the wording "*commitment to* *political neutrality except regarding the most serious things that directly impact our work." *in the Meta project pages. I believe that phrasing is a good starting point for our discussions.
On the monitoring side the justification is easier. Collecting, publishing and summarising legislative proposals/ammendments/reports/positions is nothing that is not in line with gathering "the sum of all human knowledge".

We're not talking about an "overlapping" or even "overstretch" of chapters. The territorial perspective is not very productive if you search for new synergy effects inside a global movement. What we have in mind, is rather something preliminary to the stage of institutionalization. And we'd like to discuss this basic idea exactly with those people already engaged in the Brussels business. I think this is a very pragmatic and (hopefully) sustainable approach.

task for them imo. For the time being, "mapping" could be done by the future Belgian chapter or by some interested local volunteers.
I strongly disagree. As a local volunteer doing monitoring and as someone who is currently very actively involved in the founding of Wikimedia Belgium.
There are two reasons for that:
1. We're not talking about Belgian legislation or the Belgian government/parliament here. We're talking about the EU institutions. And if you want them to listen to you, you need to represent an European community. Otherwise the French will talk to the French government, the Germans to the German and the Bulgarians to the Bulgarian. This is by far not the best way to proceed and is why this initiative is very necessary.
2. Even if we'd decide that WMBE should lead this initiative (and that is in fact a discussed option), in Belgium we're at best at least a year away from having that kind of infrastructure. We're still to subit our statutes to the AffCom. At the same time I just had it confirmed from a Commissoin employee tonight that they plan to table the new copyright legislation proposal at the beginning of next year the latest.
As a local volunteer who is doing monitoring my opinion is that there is dire need an international group of wikimedians to rely on support. I oftentimes feel overwhealmed.

I've replied on two things: regarding "info collecting", that you were discussing, I believe WMBE can handle it (collecting names and numbers), no need for a "chapter to the EU" there imo. Regarding actual lobbying, representation and stuff - an international cooperation, like WCA (but not in its current state) should do the job.

There's really nothing to be sorry about here, I gave my point of view, you share yours, and we may end up both grown by conversation we build together.

Just because it's not linked with an established party agenda, it doesn't mean it's not politic. Politic is about people governance, and aiming at providing knowledge to people is a political act.

To my mind, it is politic. We want this freedom, we try to obtain them through legal means.

The only party we could pretend to represent here is the "free/libre culture", which is virtual, and clearly something you can attach accurate position on many other important political topics.
As said earlier, the EU agenda is so dense, diversed and complicated that it needs a lot of sustained work hence, imo, it needs to include paid employee and if possible people with experience or at least the political "fiber".

Hi, just for the sake of "history" in 2007 or 2008 we tried to do that, we had a meeting in Brussel (in a really nice hostel) and we set up a working group... but we didn't do a thing in the end.
So even though I believe it could be a good idea, I'm still not sure volunteers are able to handle such a heavy workload. But I'm happy to share/talk about it nonetheless :)

thanks for your comment. I am absolutely aware of the fact that there have been various efforts in the past to get things done, or even: slightly better. But in my view, it's always a matter of the burden of suffering if you get active or not. The EU-legislation on musical recordings and orphan works in the last year were quite frustrating and the current consultation process on copyright reform obviously is not aimed to solve ANY of our problems (f.i. the re-use of governmental data & works). Without anticipating our discussion, I would rather suggest a "hybrid" model between chapter employees and volunteers. And if some budget for paid work in Brussels is needed, it should definitely not be the limiting factor.

Third, we want to integrate a short input from a Brussels-based NGO to learn something about "things really work". And apart from that, we searched for a very really central city in Europe, which is in fact - Brussels.

I don't know who's organizing, but for the last meeting (in 2009) we had it in this hostel http://www.lesaubergesdejeunesse.be/ it was really really nice. Though it was almost fully booked and we all slept in different hostel/hotels.

Since I am on location I am co-organising the meeting. We can't really book the acoomodation for everyone, but I will make sure to include this tip in meeting info page on meta I am preparing. Hopefully by the end of the week I will be able to confirm everything (incl. meeting room) and let all the interested participants know more about the details.

I don't know who's organizing, but for the last meeting (in 2009) we had it in this hostel http://www.lesaubergesdejeunesse.be/ it was really really nice. Though it was almost fully booked and we all slept in different hostel/hotels.
Just to help the people organizing with a good tip :)

Hi Dimi,
the people at Brel are quite flexible, so I guess you could book the hostel beds for those that want to stay there (in one/a few rooms) if enough in advance. Probably you could arrange that people pay themselves. I stayed there a few times now, and they are decent but not awesome (it's a hostel). In the region there are not many cheap places (yay european civil servants!). Their meeting facilities seemed at the time indeed the easiest too - but perhaps you find something better.

Unfortunately even hostels are rather pricey in Brussels. I'd say the prices start at about 25 Euro per night in a shared dorm. On a positive note the local CouchSurfing community is really active, if you are into that. I am myself a couchsurfer and probably could host somebody for a few nights. How's that for a scholarship plan :) ? I would have to consult my household first.

I didn't know CouchSurfing, but would have no problem to test it. If you have some practical on this, I would be happy to hear your advice. Thus said, I won't create a facebook or twitter account, as asked for websites I found using my current favorite search engine[1].

Typically this is what pre conference events are for and quite frankly I see more possibilities in it if this would be implemented into the Milan event both in the schedule and as a thematic pre conference meeting (as the educational leaders are doing it).

There seems to be only limited overlap in the interested attendees. Also, preconference would overlap with some other pre conferencees which at least for me would be bad. Also, there's only one day of pre conference (Thursday) which makes it too short and in the middle of the week (there's a clear preference for weekends).
All in all, I support the decision to do it in a seperate weekend in Brussels.
However, what is unclear to me (question to the organizers) is whether any travel support etc would be available, or that it should be requested through the local chapter. Also, can we already sign up somewhere?

However, what is unclear to me (question to the organizers) is whether any travel support etc would be available, or that it should be requested through the local chapter. Also, can we already sign up somewhere?

Nobody stops you of course to have a 'meeting over lunchtime' but I think the expectations by the organizers were set a little higher than that.

People going to the Wikimedia Conference are not especially overlapping with this one. Plus taking one day or two off is quite easy. Add a side meeting you need to take a week off.
Lastly, having it 2 weeks before let's us formalize the report of the meeting and let's have us good material to talk about it, if needs be, in Milan.

Typically this is what pre conference events are for and quite frankly I see more possibilities in it if this would be implemented into the Milan event both in the schedule and as a thematic pre conference meeting (as the educational leaders are doing it).

I really don't get you, you wish to facilitate something that will affect about 20 chapters directly in the future (those situated within the EU) and you don't think it would overlap the Milan event? And no real need to talk about it there?

Sorry, english is not my mother tongue, I might have not been clear :)
I'll try to say it differently.
To me the Brussels meeting is a technical meeting, meaning you need to have participant that have, somewhat, some knowledge of EU policy design, lobbying, etc. The goal of the meeting is to draft out how we could work toward, at least, stay aware of the on-going discussion that could impact our mission and at best influence it.
The participants of this meeting are not always board members of their chapters, hence they wouldn't be present in Milan. This is why I say, participant wise, the overlapping is not really obvious.
But, as I said, it is really good that the Brussels meeting happens *before* Milan, that way chapter representatives will be able to talk about it if they want to.
I topped that with the fact that a "technical" meeting about EU policy needs a lot of time, more than lunch, to draft out how we could do it. If you add a 2 days meeting before Milan, it means that some people will have to take the whole week off instead of just 1 or 2 days.
I'm sorry if you misunderstood what I meant, and I hope that email is clearer :)

Among the Free Software Foundation Europe [1] there are also some active people campaigning and lobbying in EU on topics that are critical for the Wikimedia movement. I follow their Free Software in education initiatives [2] and think that partnering officially with the WMF / chapters / representative in Brussels could benefit both.
