It's nice technically, but the fact that it's necessary is tragic. The "Evacuation" title is very apt. North Korea, Iran, Russia, Brazil and other countries are talking about creating their own internets. It's a shame that the Wikimedia community does essentially the same thing - dividing humanity instead of uniting it, even though it happens from seemingly a very different angle. Yes, I happen to live in a country that is affected by the mess in Commons more than others, but you'll have to trust me that my concern is global, even if probably very naive. I am sincerely sorry about sounding so dramatic.

Quick status update: So far, not a single file has been "evacuated" to English Wikipedia [1].
Either Commons admins don't know about it, or don't care.
