I don't see why a self-appointed working group even needs a Board resolution. Such a group could meet, engage other community members, and so on, and continue to discuss and develop proposals without the Board's having to do anything.

As ideal as that is, it hasn't happened. The meta page on the VC hasn't produced any results in its several years of existence.
So instead, we see a closed group (decided by one person) trying to decide what we want this VC to be instead of working it on that page with everyone else. All while legitimizing it with a resolution.
I prefer the former solution as well, Mike.

I'm okay with that too. What I don't want is a resolution creating a volunteer council before we know what the heck it is, how to get on it, or how to blow it out of existence if it becomes a hindrance.

Thank you for saying that. I was most seriously considering underlining the point, but it comes much better when you say it. That is indeed the only serious thing that needs to be specified. Even legal rights given out over the Board of Trustees pale in comparison with the need of establishing a way of getting rid of the organ (council or by any other name) if it does not catch its mouse...
