Currently, we're getting some amount of traffic on http://en.wikipedia.org/wiki/Talk:Paul_Revere
Once we have given thanks and praise to Ms Palin for sending us so many potential new recruits; we can start explaining to everyone who shows up how wikipedia works, and how they can contribute constructively.
There are some minor issues that might need addressing along the way: like admins threatening to ban anyone who uses the letters A, I, L, N and P in some particular order, semiprotection, deletion of new user comments, a distinct lack of humor, and so-forth.
I hope to see some people around! :-)
sincerely, Kim Bruning

I have inserted {{welcome}} at the top of the talk page. This is much better at welcoming new users than 15 lines of templates.
Be bold!

I've partially reverted you. Those templates at the top of the page are horribly obnoxious, but they also provide utility to WikiProjects and the broader encyclopedia itself.
Instead of removing the top templates entirely, I put them in a collapsed box. I liked your idea of using a welcome template, but {{welcome}} uses phrasing such as "Hello, Paul Revere, and welcome to Wikipedia!", which is a bit awkward. I substituted the template contents into {{hello world}} (essentially hijacking that unused template) and then modified the contents to be a bit less awkward and more fitting.

The template is meant for user: space, so it doesn't quite fit by transcluding Paul Revere's name into the welcome, etc. However, you raise an interesting point of use of templates. Why should we not have generic talk page template? This is off topic for this list, I've posted to en.wp village pump: http://en.wikipedia.org/wiki/Wikipedia:Village_pump_(proposals)#Welcome.2Fho...
