As announced earlier, a vote will start on January 15, 00.00h UTC (in roughly 15,5h) about the updating proposal of the Stewards Policy. For the vote, please see [1] and for the proposal [2].
Voting will be possible for two weeks (ending January 28, 23.59h UTC), and a 66,7% majority is required. Anyone can vote provided that they have a valid account on meta with a link to at least one user page on a project where they participated in the project for at least three months (not just edits to their own user page) - Counting January 15, 2008 as date for calculations.
Please pass this message on to your local community, so that everybody who is interested in this policy can state his/her opinion on the changes [3].

This change in policy would appear to have removed annual confirmation of stewards?

No. The change is no change in practice, only in the actual formulation of it. Stewards confirmation was always due to the stewards community, non-stewards are free to comment but there was no voting. This will not change.

The policy is not proposed to change with regard to the confirmation. The proposal reads:
"Steward access is granted until the next elections, when users will be invited to comment or ask for removal of their access.
However, since stewards are typically in a position to become unpopular, and since the steward community is diverse and can fairly control itself, the confirmation itself will be done by other stewards. If the majority of other participating stewards request removal of steward access, the steward will lose their access. Stewards will be specifically careful to review situations when opposition from the community is registered."
This is similar to the current version:
"Stewardship is not a lifetime status. Users get it if they need it, keep it if people trust them, and lose it if they do not need it or are no longer trusted. Steward status is granted until the next yearly elections, where users will be invited to comment and in particular to ask for removal of status.
However, since stewardship is typically a position likely to get into trouble and since the steward group can easily control itself, the confirmation itself will be done by other stewards. If the majority of other stewards request removal of steward access, the steward will lose their status. Stewards will be specifically careful to review situations when opposition from the community is registered."
As you can see, the only difference is the reason of the confirmation has been removed ( "Stewardship is not a lifetime status. Users get it if they need it, keep it if people trust them, and lose it if they do not need it or are no longer trusted. "), which is not really a critical part of the policy imho.
