I apology if I missed a step at some point. In this application, I read that
"All the current grant committees (both active and inactive) will cease to function with the implementation of the new grants strategy of the Community Resources Team effective from 1 July 2021. We strongly encourage current and former committee members to apply to be part of the regional committees."
So... is it to understand that absolutely ALL grants provided by the Wikimedia Foundation will go through those yet uncreated committees ?
Does that mean all current recipients of APG grants will have to address their annual request to those yet unknown teams in the future ? (september in some cases)
To whom will grants requests have to be addressed to for those groups who are not related to a specific region ? Do they have to pick up a region of their choice and consider themselves attached to it, or will they be appointed a region by default ?
Sorry if the questions seem to be unrelated to your call but... 1) I am trying to understand and measure how much unstable our current situation is as grantees so that we can anticipate... 2) I am trying to evaluate the responsibilities that will be on the shoulders of those new regional committee members

I am very concerned that you think you're going to get about 80 qualified and committed volunteers to do this work within the next few weeks. This is unrealistic. I also agree with Florence's concerns.

Hi,
I am concerned about the exclusion of affiliate board members in the regional committees. This decision would exclude a large portion of experienced volunteers who are there in different user group decision making committees. For global south countries, that would diminish the pool of volunteers who are experienced and suitable for this kind of work.

Greetings, Thanks for announcing this. I like the decentralisation attempt. For better understanding, I have the following questions. Thanks for your attention.
A. Decision Making procedure # Who will be in the decision-making position? Does the committee recommend, and the Wikimedia Foundation team decide? Or is the committee going to make a decision with inputs from Wikimedia Foundation? # Is the process going to be the same for a) all types of grant support? and b) across all regions such as Europe, Africa etc?
B. Selection of committee members # How are the committee members going to be selected? "Following initial nominations, there will be a review process to confirm the members of the committees." — who will be in the review committee? # What is the importance of voting/discussion around a nomination? (however as nominations can be sent over email also, I don't think we are going to focus on voting/community discussion. Please confirm.)
C. Eligibility "Anyone receiving compensation through a Wikimedia affiliate or current grant project." Kindly explain what is a "compensation"? # Is it a remuneration/salary component received from a grant? # Does it include grants with "project expense only" (eg, a $2,000 rapid grant where 100% was project expense, and no salary and other component)? # Does it include support received from an affiliate program? # Does it include short-term past/recent past involvement? # Can a WMF contractor (not staff) apply to become a member? # Can a user group senior member, who is not a user group contact person or a grant signatory, apply to become a committee member?
D. Conflict of Interest policy # Conflict of Interest guidelines is not linked in the current version https://w.wiki/3MtG It would be good to know about the Conflict of Interest policy applicable here.
E. Financial support " Committee members will have all costs related to participation covered, including data costs, transportation, caregiving / childcare, and meals. Additional stipends are to be determined" # Is it going to be similar to a staff/contractor position? # Will there be any contract?
F. Question on Exclusion I agree with the sentiment expressed already. # Affiliate chairs, individuals or groups receiving grants, have been in the ecosystem, proving their eligibility. By completely excluding all such community leaders, possibly we are losing out a lot of experience from the nominations and the committee.

Well, Isla and I were also discussing precisely this point this afternoon Bodhisattwa.
The fact board members+staff members+beneficiaries of grants are to be non-eligible can be very well understood from a conflict of interest point of view. But practically speaking... if those are not eligible... setting up a regional committee in Africa for example, with knowledgeable, experienced and trusted individuals will be a challenge. The system suggest that most of the current committee members should try to apply to be on a regional committee, but I am fairly sure that most of those would be ineligible.
Which actually brought another question to my mind... do candidates have to propose themselves only in the region where they live, or are they allowed to candidate to be on the commitee for other regions ?
Might it actually not be beneficial to see cross candidacies ? It would at the same time reduce the risk of conflict of interest and bring more opportunities for sharing experiences.

I would like to echo Bodhisattwa's concern, and add that there is a great ambiguity here.
What is the definition of "affiliate board member" being used here? A large number of affiliates are small and do not have a board, but are more informally organized.

This is a good point.
In addition some affiliates don't receive money from WMF (even big affiliates).
I think that the rationale should be clarified because applied as is it's quite discriminatory.
I understand that there should be a turnover but for grants the experience is the main value to assure the accountability.
This is an important parameter. Renouncing to expert volunteers in name of their affiliation is something strange for volunteers.
WMF has a long history of demotivating longtime volunteers in the name of "new blood" and this action is on the same bad attitude used in the past.
Experience and years of activity are values and should be valued.
Being served in the committee for longtime I have seen a good mix of expert people and new people that assured different points of view. If this solution worked well, as the grantmaking team said, I don't know why to change.

I apology if I missed a step at some point. In this application, I read that
"All the current grant committees (both active and inactive) will cease to function with the implementation of the new grants strategy of the Community Resources Team effective from 1 July 2021. We strongly encourage current and former committee members to apply to be part of the regional committees."
So... is it to understand that absolutely ALL grants provided by the Wikimedia Foundation will go through those yet uncreated committees ?
Does that mean all current recipients of APG grants will have to address their annual request to those yet unknown teams in the future ? (september in some cases)
To whom will grants requests have to be addressed to for those groups who are not related to a specific region ? Do they have to pick up a region of their choice and consider themselves attached to it, or will they be appointed a region by default ?
Sorry if the questions seem to be unrelated to your call but...
- I am trying to understand and measure how much unstable our current
situation is as grantees so that we can anticipate... 2) I am trying to evaluate the responsibilities that will be on the shoulders of those new regional committee members

On behalf of the Community Resources Team, I want to share some updates regarding the Regional Grant Committees.
We have received many great applications from Wikimedians across the globe and are excited to move to the next steps in the process.
We have extended the deadline to apply for regional committees till 12 July 2021. As we have received a number of requests for more time to send in applications.
The Community Resources team will be organising the first round of orientation and training meetings for Regional Grants Committee members during mid July 2021. Based on the current size and composition of the committees and input of the committee members we will invite some additional members to complement the existing skills and fill in the missing expertise.
Please apply and encourage Wikimedians from your communities to apply to the Regional Grant Committees.
We hope to see you during the office hours being organised across the regions. Timing and other details regarding the office hours can be found here [1].

Is it really necessary to start all seven at the same time, and now? Would it not be better to start with two or three, where it is possible to get a strong committee? And work with these six month or a year to learn of challenges and possible improvements, before setting up the rest.

We hope this email finds you well and safe. The COVID 19 situation continues to affect many of us across the globe and our thoughts are with everyone affected. We are also aware that there are several processes currently in progress that demand volunteer time and we do not want to add more work to anyone's plate.
We do want to draw your attention to our new Regional Committees for Grants though as they are an opportunity for you to have an active say in the future of our Movement!
📣 So today, we invite you to join our new Regional Committees for Grants! 📣
We encourage Wikimedians and Free Knowledge advocates to be part of the new Regional Committees that the WMF Community Resources team is setting up as part of the grants strategy relaunch [1]. You will be a key strategic thought partner to help understand the complexities of any region, provide knowledge and expertise to applicants, to support successful movement activities, and make funding decisions for grant applications in the region.

Regional Committees will be established for the following regions:
- Middle East and Africa
- SAARC [3] region (Includes Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka)
- East, Southeast Asia, and Pacific (ESEAP) region
- Latin America (LATAM) and The Caribbean
- United States and Canada
- Northern and Western Europe
- Central and Eastern Europe (CEE)

So while this thread has highlighted many sensible comments and questions, I also want to recognise the value in the approach the WMF is taking to this.
A consistent piece of feedback within the Movement is that support in the form of grants and capacity-building feels remote from most affiliates (and individuals). The regional grants committees should be better networked with the groups they work with, as well as more likely to understand the cultural/social/political contexts and speak the same languages, and so do a better job.
Regional committees will also be able to identify needs for non-financial support e.g. training.
This is also the first concrete step from towards making several of the Movement Strategy recommendations a reality. Simply by involving more people from more backgrounds the committees progress "equity in decision making". The existence of the regional grants committees will also be an important piece of infrastructure which will support the development of regional hubs.
At least that is if it works- all the more reason in my view not to ban affiliate board members from taking part.
