Just an FYI that this is a problem again. I filed https://phabricator.wikimedia.org/T149381 last week. If you send something to WikimediaAnnounce-l with the intention of it being forwarded to Wikimedia-l, you may want to add Wikimedia-l explicitly to your To: field until this is fixed.
