As far as I know, those watchlist geonotices on the English Wikipedia
are something run by the English Wikipedia community. It's not related
to CentralNotice or the Wikimedia Foundation, so they don't really
determine the guidelines for its use -- enwiki's community does.

The sad thing about this is while the discussion on-wiki displays an appalling
lack-of-good-faith and some disturbingly poor behavior from some admins who really ought
to know better, unfortunately this list is really not the right venue for this sort of
thing; even though I'd venture to say that the audience on this list are significantly
more likely to be knowledgeable about the issues surrounding the geonotice and the job
posting than those people on wiki.
Frustrating.
