A bank said if I stayed over six months in a sum in a year in the
United States, I would need to pay the Federal tax. On the other hand,
then I could expect ta x deducability in several ways from the US
government ... Regardless Belgian tax law, in a rigid sense Federal
tax deductability isn't bound to the place now at this moment we are
in?

Not anywhere else.
I put my donation last year through my accountants as tax
deductible, and
I'm in Belgium. What happened?
I'm pretty sure Florence was wrong here.
Some on irc mentions that it might be correct for Belgium... I never
heard of that. Might it be because we have a belgium bank account ?
Also, there may be tax deductibility in Canada.
So, indeed, I was wrong :-)

Additionally, the tax deduction in the United States is only available
to less than one third of taxpayers. If you take the standard
deduction, you don't get a tax break for donations.
