There is some sort of blogging possible on Wikiversity:

Over at WMAU we're using a wiki as (sort of) a blogging system:
https://wikimedia.org.au/wiki/News (although it doesn't have RSS yet…
that is in the works).
Other than RSS, I think there are a few crucial bits missing from
MediaWiki to make it a good blogging tool. Extensions such as WikiSEO
and Cargo can fill some of these.
