Well, there is such a reason, namely that it would motivate people to make a
better free image. And the argument that the new image is not as good as the
fair use one wont count then either. So there is a reason

And your remark about crippling content looks false: i checked a few of

old versions, and these didnt have a photograph. Not even a fair use
one.
