Hoi, When it is horrid to state that something is wrong at the bases ie meaning that this cannot be said, then indeed it is horrid. I doubt also very much that there is any effective control over the #wikipedia-* channels. If it is to asserted it in the same way as it was done with the #wikipedia channel it will not create the same uproar, it will be much worse.
When there is indeed jurisdiction over multiple channels, it is because of these channels being Wikimedia Foundation related. Not more not less.
