What I think is necessary here is for you guys to tell the developers
that it is OK for them to create new Wikisources and Wikinewses that
have gone through the local request processes and been approved there,
because those processes are well-oiled machines and there won't be any
problems from them like there have been from the Wikipedia requests
(and like there could have been from the Wiktionary requests, but
haven't been yet).

English Wikisource, with no ready community, and with no test project.
Since then there has been no community and no content development. Not
really a smashing success.

NEW languages, but I think you will find it more difficult to find
people who think we had any problem with Wikisource and Wikinews

I think (and this is just my opinion, but I would imagine at least
someone out there agrees with me) that you should leave Wikinews and
Wikisource be as they were before to process their own requests.

The process of new Wikisource creation is working quite well so far,
I don't see the need to change that.
