actually not just the IP addresses but all the IP addresses in many
countries that get blocked because their providers force them through
open or exit proxies. I have heard it is a problem in Indonesia as well.
Instead of just blocking we should try to find out which other
countries/providers do this so we can help users (Qatar springs to mind)
We know the Qatar adresss. We do not know the IPs for other countries.
