Yes, I'm responding in my capacity of a UG co-founder, so from a personal
perspective (but also using the knowledge and experience gained during the
participation in the committee).
And no, even if on the territory are more than one UG, the topics could be
different: someone could treat GLAM, someone else Education and so on. And
the language could be different too, not only on the same more extended
territory, but even in the same country. We have different UG based on
language, often acting on the same territory (lgbo Wikimedians UG, Hausa
Wikimedians UG and Wikimedia Nigeria UG are active in Nigeria, for example).
May WikiDonne or Wikimedia Italy say something if a cimitery UG want the
recognition in Italian language? No, because Italian is a language (spoken
in Italy, but also in Switerland, Albania, Argentina etc) not a country, so
geographical discrepancy (in Italy WMIT could have something to say). As
language coverage, WDG could say something, but cimitery is not related to
gender gap (so different topic from WDG).
(For now) At the base of the UG's recognition are also language and
topic/area of activity, not only territory. These are the models
