Good point. I think that Wikimedia is the central part of a larger,
free knowledge movement. And that Wikimedia (WMF and the community)
should act in such way.
However, I think that the first step is to organize Wikimedia movement
with open doors for others. So, some site which would organize
Wikimedians already organized at different paradigms would be a good
idea. And this means not only WMF and the chapters.
