The whole point of a council is to have a small group that can discuss
things more constructively that a large one, such as the members of
this list. If the discussion is happening on this list, then it will
just be a discussion among members of this list. The council list
could be readable by the public, but posting to it needs to be
restricted to council members otherwise there isn't actually a
council.
Maybe I didn't express my thought well. I think that the process of
making some PVC's conclusion should be:
1. PVC prepares a document for talk (at the closed list or at the
read-only list by the public), maybe even with possible conclusions.
2. Public discussion on foundation-l with time limit (let's say, 7
days per topic; however, I don't think that it would be necessary to
talk on foundation-l only about one topic at the same time).
3. PVC gathers opinions and makes final proposal per topic (again, at
the closed list or at the read-only list by the public).
BTW, I like the idea of read-only list by the public for internal PVC's list.
