There are Wikis that have "succeeded" with IP editing turned off with
some being WikEM and Eyewiki
Additionally PT Wikipedia banned IP editing in 2020

They've switched off IP editing, one of the mistakes citizendium made, so unless they
relaunch themselves as the home of alternative medicine and alternative facts, I agree
with Galder, they are unlikely to succeed.
