We definitely try for this. Scholarships are always offered to help people
get there.

Well, actually, no matter where we hold Wikimania in the future, a lot
of people will find it a long way to travel. Such is the nature of a
global project.
Of course, but that's not a reason not to try and make it possible for
as many people as possible to come. There are different sizes of "a
lot".
