Hoi, There is no such policy. When your feature and the reasons why for this extensions is convincing, you may be in luck. You have to convince ... but first you have to be make yourself heard.
Obviously you can write an entry in Bugzilla ... but this does not make much of a difference, in reality it is about convincing, marketing your idea, your dream. Thanks. GerardM
