There is no such policy. When your feature and the reasons why for this
extensions is convincing, you may be in luck. You have to convince ... but
first you have to be make yourself heard.
Obviously you can write an entry in Bugzilla ... but this does not make much
of a difference, in reality it is about convincing, marketing your idea,
your dream.

There is one document that would be very useful if it would exist.
Suppose that I would like a feature added to MediaWiki and activated on
Wikimedia projects. It could be a feature coded by me, or something that I
just imagine and would like someone else to make. What is the procedure for
doing it?
