I will follow up directly to discuss how my team can support you but, for
the benefit of this list, I wanted to share a compilation of articles
arguing for open access in museums - see below. Many of them are written by
museum staff so they have cut-through with that audience.
I think your strongest arguments are 1. cultural heritage preservation
("Lots of Copies Keep Stuff Safe") and 2. harmonization with the EU. As you
likely know, the adoption of Article 14 of the Copyright in the Digital
Single Market Directive says that works in the public domain should remain
in the public domain once digitised:

above-listed institutions and partner organizations to free licenses.
Among such materials, there might be the instructions outlining steps
these institutions should undertake to switch to a relevant license;
infographics and presentations for representatives of these institutions to
explain the benefits of free licensing for them; explanatory notes etc.
We would be glad for any piece of information or advice shared so that we
can use it in our advocacy efforts.
