For Telcos making a deal with Wikipedia isn't about money, it's about
bringing people to use their data-services. The moment you wanna check one
of the ressources linked in WP you have to pay for it. (see also example
with Twitter/external Links from South Africa)
Therefore coops with WP Zero is covered by the marketing budget of the
Telcos. It's the same principle like giving cinemas cheaper rental prices
in shopping malls. People coming for the movies, but they will also do some
shopping/dining in the center.
