My impression is that voter turn out in countries with a local chapter
of the Wikimedia Foundation are highest ranking. Correct me if I'm
wrong.
I think this is a correlation, not a causation - the same factors
which lead to large turnout lead to a local chapter. Relatively small
community, high sense of involvement, close links between editors.
