I apologise, *one* usually does a bit of both.
The Foundation usually does a lot of both (they were 37% under budget last
year, with technology spending coming in 65% under budget), which is the
point I was trying to relay to Nathan. The further question of whether or
not this is ethical is probably something for another mailing list.
