The current formulation of the Neutral point of view
policy does
not make the above distinction clear, thus leading one to
believe that eliminating narrative bias (judgments about views)
will make the article itself unbiased.
This observation would be relevant if there were any examples
where the current NPOV policy has misled Wikipedia.
Selection is a strong force. There are very few articles
describing the world from a Neanderthal's point of view.
