No, the content of the new wikis is dual-licensed from the date they
leave the Incubator. Content that was created on the Incubator can
remain GFDL-only. It's a mess, but at least it's a workable mess.
No it isn't because of the concept of derivative works. Wikis cannot
be meaningfully under more than 1 license.
