Sorry for responding only now, crazy days here, but I got many emails about the grant we got. So yes, this is a global grant program, you can check here if your country is eligible for such a grant and apply for it: http://www.google.com/intl/en/grants/domains.html
Regarding the uses of the grant - we are planning to direct users who searching for example "how to write article Wikipedia", "editing rules on Wikipedia" and others relevant search queries to a page with editing workshops calender on our website. Others Adwords campaigns will help us to invite people to participates on others projects like WLM, Wikipedia Academy and others. We will also try pilot campaign for inviting people to donate, but this is not the main focus of this grant.
We will try to update on the next few months how it's worked for us. I'll be happy if WMDE and WMF will share their insight as well.
