It seems all this assertions are following some erroneous assumptions.
This ticket is not about changing Wikidata license. It aims at making
sure what can and what can not be legally imported into a database using
CC0, and in which juridiction it can be legally used safely or not in
downstream projects.
It would certainly be interesting that Wikimedia infrastructure would
allow to host projects using Wikibase with other topic/license scopes
that are queriables within other Wikimedia projects. Surelly it would
make a good match with the "become the essential infrastructure of the
ecosystem of free knowledge" goal. But that's an other story, and I
didn't found time to work on that topic so far.
It would also be great if we could avoid to imput the title of "crusader
dedicated to discredit Wikidata" to someone that not later than this
afternoon helped a new contributor to make its first edit on this project.

of years ago, and is easier to follow, with the query screen fed directly
rather than through the video camera.

Thank you WM RepublikaSrpska for sharing your report. Well done! I know
that it is a lot of work creating a report, but I find it to be a great
opportunity to reflect and learn. It is interesting for us other affiliates
to understand more about what you do. From my perspective you seem to have
a good mix of activities and I hope you will be able to scale even further
in the years to come. I must also say that I am impressed by the large
number of media mentions you've already managed to achieve.

Let me start with something positive to say before I discuss problems.
I think that there were some good intentions with this plan. Also, I think that some good things will happen this year, such as with Structured Data on Commons and with the Audience Department's Growth Team, regardless of the shortcomings with the WMF AP.
Unfortunately, good intentions don't fully compensate for poor design or incompleteness.
A good place to start to see problems is here: https://meta.wikimedia.org/wiki/Wikimedia_Foundation_Annual_Plan/2018-2019/…. I am looking for project-based budgets, SMART goals, and detailed financial projections. I sampled three departmental APs: Communications, Audiences, and Talent and Culture.
I want to distinguish plans from promises. I don't expect that every SMART goal will be met, and I understand that plans and goals can change over time due to changes in available resources, new information, projects failing or succeeding beyond expectations, or other factors. An Annual Plan is not an Annual Promise. I also want to keep in mind that flexibility is valuable to take advantage of emergent opportunities, and that excessively detailed planning can be unnecessarily costly.
But proceeding without SMART goals for T&C (is there a single SMART goal for them?), and with such limited financial detail for all three of the departments that I sampled, is disappointing. I am also disappointed by the lack of project-based budgeting.
Realistically, unless the WMF Board decides to get serious about making and publishing good annual plans, we are stuck.

It was a year full of challenges for us: we have significantly improved our
Edu and GLAM program, established cooperation with several eminent state
institutions and initiated our first Gender Gap program. Likewise, in the
period behind us we established cooperation with several international
partners - Wikimedia Chapters and User groups. A year older and more
experienced, our community becomes more functional and stronger. We thank
all those who provided support to our work!
