Hi.
Within the past week, Philippe has posted the Wikimedia Foundation's
global ban policy: <https://meta.wikimedia.org/wiki/WMF_Global_Ban_Policy>.
The page itself is interesting, as is some of the related discussion on
the talk page. I'm not sure if wiki bans strictly fall within security
theater, but it seems fairly clear that these bans are for show and not
much else. It's the Internet, after all, and anyone can edit. Under the
current scheme, the best we can do is try to revert and prevent bad
behavior alone. Attempting to ban individuals has proved impossible.

Dear all:
We would like to invite submissions[0] proposing presentations, panels,
tutorials and workshops for Wikimania 2015 to be held in Mexico City in
July 2015.
Note that the deadline is the February 28; we hope to have final decisions
about the program by early April 2015.
Additionally, we would be delighted to have any additional volunteers for

Hi everyone,
First of all, I wish everyone a happy new year.
Even if the first days of 2015 were tainted by violence, we also witnessed
people shouting how freedom is important. I hope 2015 will be at the image
of the latter.
Now, to the announcement.
As you might know, Wikimedia France is working hard at improving its
governance. A gap we identified month ago was that we lacked external point
of views regarding our activities.
In order to fix that, we created a scientific committee. This committee is
a test, it doesn't exist in our bylaws. So, in 2015, we're trying this out
to see if it can help us better do our work.
This first committee is chaired by Rémi Mathis, my awesome and wonderful
predecessor. It has 8 members, including Rémi :
- *Dominique Cardon*, sociologist at Orange Labs laboratory and
associate professor at Marne-la-Vallée university (
http://fr.wikipedia.org/wiki/Dominique_Cardon)
- *Camille François*, Fellow at Harvard Law School’s Berkman Center for
Internet and Society
- *Laurent Le Bon*, Chief curator, director of Picasso-Paris national
musuem (http://fr.wikipedia.org/wiki/Laurent_Le_Bon)
- *Frédéric Martel*, journalist, writer and producer at France Culture
(French public radio) (
http://en.wikipedia.org/wiki/Fr%C3%A9d%C3%A9ric_Martel)
- *Rémi Mathis*, former Wikimédia France chair, historian, curator (
http://en.wikipedia.org/wiki/R%C3%A9mi_Mathis)
- *Louise Merzeau*, associate professor at Paris Ouest university in
information sciences (http://fr.wikipedia.org/wiki/Louise_Merzeau)
- *Henri Verdier*, Etalab director , Chief Data Officer for France (
http://en.wikipedia.org/wiki/Henri_Verdier)
- *Cédric Villani*, mathématician, Fields Medalist (
http://en.wikipedia.org/wiki/C%C3%A9dric_Villani)
Those 8 persons will meet for the first time this week to better understand
what Wikimedia is. For the coming year, we will ask their inputs and
opinions on what we're doing and planning to do for free knowledge.
As said earlier, this is a test. We will try to share as much as we can our
feedback on how it goes and if it's useful for Wikimedia France.
The announcement in french is available on our blog :
http://blog.wikimedia.fr/wikimedia-france-cree-son-conseil-scientifique-7059
If you have any question feel free to ask here or to Rémi and I off-list.
All the best,
Christophe HENNER | Président

Greetings everyone!
I am pleased to announce a new project, WikiProject X, funded by a Wikimedia Foundation Individual Engagement Grant. WikiProject X's goal is to improve the experience of WikiProjects, which are subject-area (or goal-oriented) collaborative spaces on the English Wikipedia. By making WikiProjects easier to use and maintain, it will be easier to build sub-communities of like-minded people, giving editors a sense of community on a huge and daunting website like Wikipedia. This includes mechanisms for recruiting new participants and encouraging the creation of safe spaces where editors, new and experienced alike, can feel like they can participate in discussions without fear of intimidation or jargon.
The project will begin with some research, both qualitative research in the form of interviews and case studies, and quantitative research based on Wikipedia’s database. Our focus will be on WikiProjects that have been successful in organizing editors, and learning more about what makes them work. Based on this research, we will develop new tools and interfaces that make WikiProjects easier to use and easier to maintain. Please note that this is an opt-in program for WikiProjects; no WikiProject will be required to make changes.
I would like to invite the community to check out our new page on Wikipedia, <https://en.wikipedia.org/wiki/Wikipedia:WikiProject_X> (shortcut WP:WPX). There, you can share your experiences with WikiProjects and sign up to become a pilot tester. Community participation is crucial for the success of this project, and the more voices we hear, the better.
If you want to sign up for more updates, sign up for our newsletter here: <https://en.wikipedia.org/wiki/Wikipedia:WikiProject_X/Newsletter>.
Please let me know if you have any questions. I am very much looking forward to working with everyone on making this project succeed!
Cheers,
James Hare

Dear Wikimedia Colleagues:
We are pleased to announce initial eligibility of applicants submitting a
Letter of Intent for 2014-2015 Round 2 of the Annual Plan Grants / FDC
process. Only applicants confirmed as eligible by 15 March 2015 may submit
proposals to the Funds Dissemination Committee by the 1 April 2015 proposal
deadline. We have published the initial eligibility checklist here, so that
applicants may review eligibility before it is confirmed on 15 March 2015:
http://meta.wikimedia.org/wiki/Grants:APG/Eligibility/2014-2015_round2.
Of the six organizations submitting a Letter of Intent, three are already
considered eligible provided they continue to meet eligibility requirements
throughout the duration of the FDC process, and three could be considered
eligible if all eligibility gaps listed in this table are met by the 15
March 2015 deadline. The Centre for Internet and Society is considered
potentially eligible per the Board Resolution of November 2013:
https://wikimediafoundation.org/wiki/Resolution:FDC_recognition_for_the_Cen…
.
During the next two months, FDC staff will work with all potential
applicants to make sure eligibility requirements are clear and to form
plans together to meet these requirements. Once applicants are confirmed by
WMF staff as eligible, they must continue to meet these requirements
throughout the duration of the Annual Plan Grants / FDC process.
Please expect another update once eligibility is finally confirmed on 15
March 2015, leading up to the 1 April 2015 proposal deadline. Proposal
forms will be available by 1 March 2015.
Here is a breakdown of upcoming milestones for 2014-2015 Round 2, which you
may also find here: http://meta.wikimedia.org/wiki/Grants:APG/Calendar.
* Eligibility confirmed: 15 March 2015
* Proposals due: by 1 April 2015
* Community review: 1 April 2015 - 30 April 2015
* Staff assessments published: by 8 May 2015
* FDC deliberations: middle of May 2015
* FDC recommendation published: by 1 June 2015
* Board decision: by 1 July 2015
* Start of new grant terms: 1 July 2015
We welcome your questions or comments about the Annual Plan Grants / FDC
process at any time: http://meta.wikimedia.org/wiki/Grants:APG/Comments.
Feel free also to reach out to us over email at FDCstaff(a)wikimedia.org. We
would be happy to speak with any organization about specific questions they
may have about eligibility.
Best regards from FDC staff!
