Can someone explain the difference between the functions of the L&E and PED groups, and is there a plan to integrate them? Since then, the program has expanded worldwide. In the United States and Canada alone, more than 6,000 students have contributed to Wikipedia as part of the program, adding the equivalent of 36,600 printed pages to Wikipedia and significantly increasing the amount of high-quality content. It is now easier to edit media items: users can set the position, alt text, size and type for most kinds of media item. When adding links, redirects and disambiguation pages are now highlighted to help editors select the right link, and changing the format or style of some text was tweaked to make editing clearer and more obvious. Adding and editing template usages is now a little smoother, auto-focusing on parameters and making them clearer to use. Page settings have expanded to set redirects, page indexing and new section edit link options. The extensive work to make insertion of "citation" references based on templates quick, obvious and simple neared completion. The deployed version of the code was updated four times in the regular releases. The Parsoid <https://www.mediawiki.org/wiki/Parsoid> team continued with bug fixes <https://www.mediawiki.org/wiki/Parsoid/Deployments> and improved image support in this parsing program that converts wikitext to annotated HTML, behind the scenes of VisualEditor. This marks the first time its task suggestions and guided tours were available outside English projects. The GuidedTour <https://www.mediawiki.org/wiki/Extension:GuidedTour> extension was also deployed to those projects (as a dependency of GettingStarted), as well as the Czech Wikipedia and se.wikimedia.org. The Mobile web projects <https://www.mediawiki.org/wiki/Mobile_web_projects> team has been working on bringing VisualEditor to tablets; the functionality is currently in alpha. Once this feature is available, tablet devices will be redirected to the mobile site. Work has notably focused on "inspectors" (like the dialog used to add and edit a link) and fixing bugs. During the last month, the Wikipedia Zero <https://www.mediawiki.org/wiki/Wikipedia_Zero> engineering team added zero-data charge rating for secure HTTPS connections for select carriers, in cooperation with the Operations team. In collaboration with the Mobile Apps team, we integrated Wikipedia Zero into the forthcoming rebooted versions of the Android and iOS apps. We updated the legacy Firefox OS app with bugfixes from January, and prepared other bugfixes as well. Discussion with the Operations team and Platform Engineering continued on how to best implement the Wikipedia Zero portal. The team also continued the discussion on core ResourceLoader features, in support of a proof of concept HTML5 webapp. We also started work to make contributory features present for Wikipedia Zero users. Last but not least, we performed extensive analytics work on pageviews and page bandwidth consumption. /(The Wikipedia Zero team led by Carolynne Schloeder, formerly situated in the Programs department, became part of the Engineering department in February, see announcement Q&A <https://wikimediafoundation.org/wiki/QA_Frank_Schulenburg_announcement_Febr…>)/ In February, we launched Wikipedia Zero with MTN South Africa (Opera Mini browser only). MTN South Africa responded directly to the kids of Sinenjongo High School with an open letter to the students and the youth of South Africa. They said they agree that Wikipedia could give a boost to their education system, and that offering Wikipedia Zero is a small thing that could change everything (see video <http://www.youtube.com/watch?v=sc2lVRtWEvM> on YouTube). We also launched Wikipedia Zero with Safaricom, the largest operator in Kenya. We now have three partners in Kenya, covering 90% of all mobile subscribers. South Africa is our 23rd country to launch, and Safaricom is our 27th operator partner. The Mobile Partnerships team attended Mobile World Congress in Barcelona, where we met with existing operator partners, prospective partners and tech companies who want to support the mission. Reynosa's City Hall performs some Wikimedia events to commemorate the 265th anniversary of the foundation of the city. First, performing the "Wiki Reynosa" photo contest during the month of March. An edit-a-thon was organized on March 22, and then, on March 29, the City Hall performs an official event to donate historical photos of Reynosa to Wikimedia Commons from the City Hall archives.

Internet rights approved in Brazil

Hello all! Subject is not 100% related to Wikimedia, but definitely important for the future of projects like ours. Marco civil da Internet (the Brazilian internet civil rights bill) has just been approved by the Brazilian Congress<http://oglobo.globo.com/pais/camara-aprova-marco-civil-da-internet-projeto-…>. Now the Senate still needs to approve it. The bill has been recently supported <http://www.webfoundation.org/2014/03/marco-civil-statement-of-support-from-…>by Sir Tim Berners-Lee.[1] Back in 2007, several Brazilian civil society organizations started to fight against bills which were about to be approved creating a penal law over certain uses of internet. This fight led the Brazilian government to build, together with other Brazilian organizations, a request for comment/collaborative platform<http://culturadigital.br/marcocivil/sobre/>[2] for the creation of a civil rights bill for the internet. Contributions were gathered together and a first draft was proposed for another round of public comments on 2010. A first draft was negotiated within the government in 2011. A lot of lobby over the Congress was carried out especially against the articles about net neutrality and internet service providers liability (both by telecommunication companies and the intellectual property industries, but mainly the former - they wanted all internet service providers to be obliged to remove content under a simple notification claiming the content should be removed. Internet civil rights activists claimed for the need of a justice decision about that). The case of NSA spying Brazil<http://g1.globo.com/fantastico/noticia/2013/09/nsa-documents-show-united-st…>made the government become fonder of the Marco Civil bill, fostering its approval in the Congress. Since the first draft of the bill, some aspects were lost, but the bill remains important and mostly beneficial to internet rights in my opinion. It's been a long process, with lots of threats to this initiative, but in the end the balance seems good. Good the the freedom of expression and good for net neutrality. Wikipedia Visiting Scholar positions open

The Wikipedia Library is happy to announce 3 open positions for "Wikipedia Visiting Scholars" with Applications due May 1st. A visiting scholar is unpaid (volunteer) and remote (no relocation): the editor is given research affiliate status and full online library access at a top research university, with a goal only of writing Wikipedia articles using those resources. George Mason University was the first visiting scholar position and it is now held by User:Wehwalt with a focus on history. Positions typically last 6-12 months. They may optionally include opportunities for travel to or talks at the University, although these are not required. These partnerships are a great way for an editor to gain access to a full suite of typically closed-access sources. The official staff position will also make a great addition to a CV or resume. Big Fat Brussels Meeting started today

Today started the second Big Fat Brussels Meeting in Brussels. [1] Representatives from several Wikimedia chapters and other volunteers are now present to discuss, draft and decide the future of our advocacy efforts on the European Union level and the general organisational development of the Free Knowledge Advocacy Group EU. Besides the present chapters, other European chapters support us in work of the Free Knowledge Advocacy Group. We started today with a short round who is who, including the adoption of our mascot Wendy the Weasel, acronym for Wikimedia European Action System for Enthusiastic Lobbying.
