On Wikipedia Review, 'tarantino' pointed out that on WMF projects,
self-identified minors (in this case User:Juliancolton) are involved in
routine maintenance stuff around sexually explicit images reasonably
describable as porn (one example is 'Masturbating Amy.jpg').

I think this is wrong on a number of levels - and I'd like to see better
governance from the foundation in this area - I really feel that we need to
talk about some child protection measures in some way - they're overdue.
I'd really like to see the advisory board take a look at this issue - is
there a formal way of suggesting or requesting their thoughts, or could I
just ask here for a board member or community member with the advisory
board's ear to raise this with them.

After reviewing the comments of foundation-l participants over the last few
days, we've come up with a few changes that we hope will ultimately improve
the tenor and scope of discussions.
To start, we're placing two participants on temporary moderation: Thomas
Dalton and WJhonson. The conversations that have been most problematic
recently were those that involved one or both users. We do not intend to
place them or any other users on permanent moderation at this time, however.
When appropriate, we will be using moderation more often, for short periods
of time when we feel doing so will allow cooler heads to prevail. The idea
behind moderation has never been punitive, but it's often been treated as
such by many, and as a result, we have not used it as often as we could
have. Going forward, our intent is that being placed on moderation should
not be viewed as a slight, or as a punishment, but as a way to retain
civility within a discussion.
Second, we're adding a "soft post limit" that, for the time being, will kick
in at 30 posts per month. At that point, we will, at our discretion, place
members on moderation for the remainder of the month, and will approve posts
only where we feel they are useful and add significantly to the discussion.
With these changes, our goal is not to stifle anyone, but to avoid the
situation where a few voices dominate the conversation, and the arguments,
often off-topic, that have inhibited important discussions recently. We do
not feel, for example, that specific users need to be permanently moderated;
however, all users, including prolific posters, should bear in mind that
should their posts become off-topic, overly argumentative, or uncivil, they
may be moderated temporarily.
We leave open the possibility that other changes may be useful in the
future, so ideas for improvement going forward are always welcome, either at
the Meta page <http://meta.wikimedia.org/wiki/Improving_Foundation-l> or via
e-mail, at foundation-l-owner(a)lists.wikimedia.org.
As of this post, the list is now unmoderated. We welcome your thoughts on
this issue.

Last week took place at Barcelona the First International Forum on free
culture and access to knowledge (Oct 29 to Nov 1) with great success. A
large coalition of organizations, creatives, hackers, researchers... from
over 20 countries was created and launched a common "Charter for Innovation,
Creativity and Access to Knowledge" (http://www.fcforum.net). Importantly,
Wikipedia is mentioned and recognised at the Charter as a model to follow.
Official observers of the European Commission, Minister of Culture of Brazil
Government and Spain were present alone the Charter agreement and several
hundreds of people (free culture practicioners!!!) got lots of fun at the
oXcars Free Culture Awards Festival (http://oxcars09.exgae.net/).

We're just about to start our board meeting, but before we do, I have a
quick update for you. We have appointed two new members to the advisory
board.
One of them is already quite familiar to all of us - Domas Mituzas. As
you know, Domas recently completed his term on the board of trustees,
and as we value his knowledge and input especially on the technical side
of things, we asked him to stay as an advisory board member.
The other new member may also be familiar to some of you - he is Craig
Newmark, best known as the founder of Craigslist. Craig will be a
particularly valuable resource, I think, with his understanding of the
challenges of growing and maintaining an active, engaged online
community. He also is taking an interest in issues of improving quality,
such as biographies of living people.
