Based on a quick look at https://commons.wikimedia.org/wiki/Commons:Wiki_Loves_Monuments_2012/Central... I think it could be enabled at a lot of languages.

This assumes none of your users will view the main page with a cached Common.css There's also the opposite risk of anons being served the old version after september, albeit that's very unlikely for the Main Page. It seems quite harmless, although I'd still prefer to use a javascript there. :/
