Hi Rupert, actually I would recommend to get in touch with H. E. Mr Lejeune Mbella Mbella Ambassador Extraordinary and Plenipotentiary of Cameroon to France, Permanent Delegate (26/11/2007) http://www.unesco.org/eri/cp/cp-nav.asp?country=cm&language=E listed on the page you named and ask him for advice.
If there is no official monument list at all it will be hard to fullfill the rules of the contest. Concerning the possibility that a Wikipedia ID number is created in lack of an official ID please check FAQ http://commons.wikimedia.org/wiki/Commons:Wiki_Loves_Monuments_2012/FAQ#What.... I read it as if Your community could create their own system as long as there is no official system. Make sure that there is only one system applied.
I am happy to here that You plan to participate. I thought that it would only happen next year.

In Israel we created our own IDs because the relevant authorities didn't have them. Feel free to create your own, but of course they should follow some logic, preferably one that's easy to understand for the general public.

thanks for your mail and interest in Cameroon. While I have no contacts in Cameroon (I couldn't find any of our current international partners with good contacts there either) I did find this ICOMOS 2002 report: http://www.international.icomos.org/risk/2002/cameroon2002.htm which states that there is no decent monument policy in Cameroon.
I haven't been able to idenfity any list besides the UNESCO identified list - which is usually too small to organize a real photo contest on. The reason we can't make up our own lists is because we want the lists to remain on Wikipedia and that way the photos too. Having the photos on Wikipedia is a good motivator for many people to participate. Maybe in the case of Cameroon it would be wiser to consider other topics to photograph than officially recognized monuments. It wouldn't be part of Wiki Loves Monuments, but it could still learn from the lessons we presented which are often also valid for other topics.

I would like to focus on your second question. Some countries are lucky and have strong id's to identify monuments. We know that the number is unique and widely usable. Rijksmonumenten in the Netherlands and NRHP in the USA are examples of this. For some countries it's a bit more complicated. They have local id's for a certain area. He're we can use prefixes. For example for some parts of Belgium it's a location code + a local id. The end result is good for what we're doing. Sometimes it's even more difficult than you have to be creative. What can we use to? Date of listing? The identifier of the decree? Maybe combine it with a location code?
If all fails you end up with creating id's yourself. That's something I would like to avoid.
