The timeline on Commons for Wiki Loves Monuments have an activity about work on a pre-announcement to be sent to all Village Pumps (with due time Maj 23).
Does anyone know - has any common pre-announcement for all participating countries been finalized and if so where can I find it?

I believe this was intended for committees who have monuments lists with participants spread over more than one Wikipedia (Switzerland has lists in 4 language wikipedias, I believe).
Still, the way you are interpreting this is also interesting - I mean to send a general message to all wikipedia village pumps. As far as I know this has never been done.

Indeed, there is no common announcement for all countries - this is something to be done on a project-by-project basis as the specifics are different everywhere. The goal of this announcement would be to involve more volunteers, explain the procedures and what's going to happen. Especially the first time this is important. Also, this allows people to become involved or simply make suggestions.

Lodewijk, this would be a good idea to do that though!
For what it's worth, here is a notice I posted on the English Wikipedia in May 2011 about the 2011 competition.[1] I posted this to the "Notice board for topics related to the Netherlands", and I was just translating a Dutch notice that had been posted in the Dutch village pump for those on the English Wikipedia interested in the Netherlands. Since then WLM has grown worldwide. New country committees could shorten this message, linking it to the local Wikipedia article on WLM as well as the workgroup pages on Wikimedia Commons, and then use that to post on their village pump to drum up recruits for listmaking or whatever.[2]
Stefan, I noticed Sweden doesn't have an article yet on WLM in the Swedish Wikipedia. You may consider making one, since the Guiness Book of World Records has made it "encyclopedia worthy".
