The Philippines would like to launch the project towards the end of March to coincide with the onset of the summer and travel season in the country. We have been made aware, that the infrastructure would not be ready until September, and thus from the launching date which is targeted to be March 24, until September we would be constantly promoting the competition, and just continuously update the participants on how to upload their entries once the infrastructure is ready.
Would there by any problems or objections on our move?

Josh contacted me privately a long time ago about this suggestion indeed. I am glad you have found the time to bring it up on this list too.
To make Wiki Loves Monuments a success, I think it is important to have a limited time frame (focus), otherwise attention will slip. A contest of 7 (!) months doesn't seem viable to me. Of course it would not hurt at all to start communicating earlier to your online community at an early moment, it would actually be a very good thing. But communicating to the wider audience should happen at a limited time period to leave an impression and effect.
Perhaps you could first give us an idea why you want to launch early, and how you would envision that in more detail? I also understood from Josh at the time that you had many more changes to the very fundamental concept in mind which might be relevant.
Also, it could be helpful if you could update on how far you are with preparing your local infrastructure (do you have contacts with local partners, do you have volunteers, what kind of monument lists have you built) to help us understand the situation you're in. We will of course like last year build a progress table, but that is not ready yet because the whole timeline is built to be finished in September.

I see your worries in a seven-month duration of the project. We wouldn't be in a hiatus during that time. That is really an opportunity for us to reach out to various amateur photography clubs which abound, and even gather other corporate sponsors to add to the prize pot.
Forgive us, but weather is the main reason why we are so eager to launch the project early. I really wish we could do something about it. March is the beginning of summer which lasts until May, come the end of May begins the rainy or typhoon season (averaging 15-20 typhoons from end of May to early November). Average precipitationhttp://www.weather.com/outlook/travel/vacationplanner/vacationclimatology/monthly/RPXX0017peaks in July at 403mm and by September it's still at 350mm. And for any photographer the sun plays a very important role in capturing amazing images. For our inaugural participation we would like to give them a fair chance of getting a good natural lighting.
Secondly, as March ushers in summer, it also marks the travel season, which would give landmarks in other parts of the country a chance to be their subject.
Initially I hoped we could have launched the project in March and conclude it by June, but as you said the infrastructure isn't there yet by then, and to my understanding it might not actually appear to be in agreement with what WLM would like to accomplish, so we decided to just continue promoting the project until D-Day comes.

I think it sounds great to already promote users and visitors to make pictures. So they can already in summer/on vacation/with a travel, make pictures for this purpose.
