The problem, we can't contact the users as there is no option "send email"... meaning we can't notify him (or asking to get the file in a better quality)..
According to the rules, a user without email cannot participate, but before we ignore his winning, any idea or help tracking and contact him?

To start with, I would write on her talk page on Commons and in Hebrew Wikipedia. Simultaneously, to search for this image (possibly a compressed copy) elsewhere.
If she does not react, this is probably it.

I had finalists who didn't have e-mails. I sent them messages in their talk pages, and posted their photos in our Facebook account only through that he noticed he was a finalist and communicated with us.

Sorry to say that, but if contest's rules say you need to provide an e-mail to participate, you have to disqualify that user if she did not provide an e-mail. I know you may think it is very sad to be disqualified because of an e-mail address but: * First, bad consequences are well explained in Platonides'answer. * Second, rules are rules, and they are all equal. If we make an exception for this I don't see why we couldn't make an exception for photos of monuments not in the lists or photos uploaded 1 minute past the deadline of the contest (or, more realistically, the case where multiple photos where uploaded and some of them resulted uploaded after the deadline of the contest).

Hi Cristian,
I agree with the principle. That being said, it is up to the local organizers to interpret it to some extent. Many monument photos have not been identified by the uploader because they couldn't find their way in the lists - and they were later identified by the volunteers. In my opinion, that doesn't disqualify the image, because in the end it has been identified. However, this rule does put the burden with the uploader. If for whatever reason our volunteers cannot find the monument either (bad description?) or they are just lazy - that is his problem and we can disqualify the image.
The same goes imho for the email address requirement. We don't specify /when/ it has to be given. If the local organizers are willing to put in that effort I'm happy if they contact him otherwise and ask him to activate the email address. However, it does put the burden with the participant - if it takes too long for the opinion of the organizers, they can disqualify the user from receiving a prize.
So my advice would definitely be: if you contact him otherwise, give clear deadlines. If he doesn't respond before a certain moment: too bad, prize gone.
