Hi all,
A short update about the Guinness World Record. Thanks to Erik Zachte, we have been able to produce a list of all submitted files, following the narrower criteria of Guinness World Records. For the record: for all other purposes we use the lists as unfiltered as possible, focusing on the intention of the uploaders (i.e. statistics).
I have filtered this list on the exact upload date & time (with the exception of uploads on Flickr that have been uploaded afterwards in Panama) and removed Belgium & Luxembourg from the set (as those countries did not submit nominees to the international jury). I only have to filter Italy a bit more strictly to ensure we only catch the valid submissions, but once that is done I will be able to put the real application process in motion.
So hopefully more news soon! Right now, it looks like the official number of valid submissions will end up between 355.000 and 360.000 .

Spain also had flickr uploads moved to commons after September. I hope you are taking into account the country end dates, too (except il? I don't remember it they could fully count in the Guinness or only those on Sep).
A simple count of participating images [1] leads to a count of 356732 photos (of which 420 seem removed on commons), so it will probably be closer to 355.000 than 360.000.

OK, figured it out myself now: JoRobot and Wiki-Bot will be re-added, making a difference of 238 images.
I did take into account all timezones etc, so that should not be a major problem. The selection by Erik Zachte was based on the template used, that might cause a slight discrepency. However, that is also the definition we used elsewhere, so I'll stick to that. After that, I mainly did cleanup.

no problem - for Panama I already included them. For Spain I included both JoRobot and Wiki-Bot.
The full number now is 356.987 files uploaded. Unless something major comes up, this will be the list I'll use.
