I guess it would be wise to give at least a member of the organizing committee per country Admin control to manage submissions. It was tedious on my part to request a Commons admin to delete entries so that the uploader can re-submit their entries again, if ever it wasn't uploaded correctly using the special upload wizard. I had a handful of requests notify the uploader to re-upload the entries again. Uploading was very simple but some still had difficulty. Here I am in the last 15 minutes of the Philippine competition and faced with a sad uploader with 8 photos which weren't uploaded correctly. :(

I'm not sure what you mean with categorizing manually. But just to be clear: we can (and probably will) do a botrun at some point to remove the WLM template from late uploads, so you don't have to worry about that (exception is for Flickr uploads in some cases - but please mark these very clearly for that reason).

So, if you're planning to do an import after your country deadline, please send me a mail first to make sure that the template won't be automatically removed two minutes after being added. :)

There is no way that the Wiki Loves Monuments community -- which in itself is much smaller than the wider community of Wikimedia Commons -- can "give" anybody any rights on the latter project.
Of course, we have been assigning user rights in the past month or two to many people, especially UploadCampaign editor rights, but our community as such cannot guarantee the local organisers any additional rights on Commons.
I can understand how tedious it is to have to request (un)deletions for a lot of pictures, but I am afraid there is very little we can do about it. If you'd like to become an administrator on Commons (even just for a temporary period), there is no other way to do that than to start an RfA on the appropriate page on that project.
PS I have just disabled the CentralNotice banners for the Philippines; the campaign is also no longer categorising the photos into [[Category:Images from Wiki Loves Monuments 2012 in the Philippines]].
