There are some countries without a fully formalized chapter yet - which means you don't have permission yet to use the Wikimedia trademarks without prior authorization. However, this doesn't have to be a problem.
If you're organizing Wiki Loves Monuments without a chapter backing you up, please send an email to me and mpaulson@wikimedia.org (Michelle Paulson) asking for a trademark agreement. That temporary agreement will allow you the use of the Wikimedia logo's and trademarks to be able to organize the Wiki Loves Monuments in your country effectively.
Please let me know if you need further assistance here or if you have questions.
To be clear: if you're organizing Wiki Loves Monuments in your country - you do not need any special permission (except following the international rules of course) to use the Wiki Loves Monuments logo and marks.

Belarus has got a permission via e-mail last year. Should we perform the same actions this time?

yes, the permission you got last year was only valid for that year. You need to get permission again. It will be a similar agreement.
