We have some serious issues of running WLM in Finland. Museovirasto (The National Board of Antiquities)[1] has some suitable data. Unfortunately they didn't give us any special permissions to use that, and don't seem to be interested to partner with us. We can only access the data through Paikkatietoikkuna [2] which has very strict rules, including that all data must be destroyed after one year after downloading.
This means that unless something comes up we will not be able to participate in WLM, because we cannot get the data we need in a format we can share.
The only bright side seems to be that they are in process of opening the data even more, so maybe in year or two we could use that.

What is the intention behind the "destroy after one year"? Is that "we do not want you to use it for longer" or "we want you to regularly refresh the data because it changes so often". Especially with regards the latter it seems to me that you will be able to act within the terms of the license, because it is in your interest to regularly update your information.
If this would not be possible, you still have the option to write a letter, or maybe first talk to them, about getting (some of) the data open licensed. I know from the project we have had in The Netherlands that you may have to get creative and persevere where it comes to attaining your goals. Keep on pushing/talking, find new and interesting angles, think even longer on what is in it for them, find new ways to approach them through other people in your network, etc. A creative way of dealing with the information I could think of was not downloading it, but copying it by typing it from the displayed site into a database, and then use that data. May be a long/costly process, but if "downloading" is the key here, that can be defeated/circumvented by having your own data entry.
I hope you will be able to FREE the data and participate with a nice collection of data.
