What about using Google Sites (sites.google.com http://sites.google.com/)? There is a project-type site you can use to track tasks, upload documents, keep issue lists, and so forth. I believe it is still for free and can be shared with the whole world or kept private for a members list. Jane

We (chapter) are using https://www.pivotaltracker.com/ for a while for task management. It satisfies most of requirements listed below.
