I really liked the map we had at the former .EU site, and it seems we lost it in the transition to the blog platform.
I've been experimenting (call it a revival) with the good-old image maps, and I found a cool solution.

Hi! Anybody should change the link to the Spanish site. www.wikilovesmonuments.es was bought by anybody who doesn't work on Wikipedia and we asumed that he/she made it for money, and the same with www.wlm.es. So we have www.wikilm.es

It is a SVG. One should be able to translate the coordinates from <path> to the <area>, but they seem to be different units. So far I haven't succeeded at it.
Yes, I had search a bit yeasterday, but not went further because it seemed you'd need manual intervention anyway, so....

I think the best solution would be would be a XLST transformation.
I've been playing a bit more and expanded a bit more. I've also setup a small script to dump the map in a blank page so it can be included within an iframe:

PS: I also found GIMP to be a far better solution to draw the polygons.
