Processing 100,000 images in a fair and meaningful way is not going to be
easy. Doing it with minimal IT won't help. My suggestion is that you try a
category based system using hidden categories. Start all 100,000 in a
category "Images submitted to WMUS 2012," then allow anyone to review them
by creating hidden categories "WMUS 2012 reviewed by username" and "WMUS
2012 nominated by username". the last two would be subcategories of WMUS
2012 reviewed and WMUS 2012 for consideration by jury. The reviewer would
merely use hotcat to replace Images submitted to WMUS 2012 with one of
their categories, or if they are reviewing images that someone else has
reviewed they could add their hidden cat to confirm or disagree with that
of the first reviewer
If anyone can review any image they don't have a COI on - ie they took the
picture or they took a rival picture of the same monument. then you have a
chance of getting all 100,000 looked at at least once. And provided at
least one person thinks it worth consideration then the jury can focus on a
smaller number of images. If someone nominates too many images then get
others to look through them and only have the jury look at ones that
someone else has also commended.
If you, or any country is short of reviewers then you might consider making
an appeal to chapters that are not running WikiLoves Monuments this year.
There are probably quite a few of us and this is a way for us to at least
get a toe in the water this year.
